Boracay, a jewel in the Philippines' tourism crown, has long been celebrated for its pristine beaches and vibrant nightlife. However, the island's rapid development led to significant environmental degradation, prompting the Philippine government to take decisive action. In April 2018, President Rodrigo Duterte ordered a six-month closure of Boracay to address these environmental concerns, describing the island as a "cesspool" due to untreated sewage being discharged into the sea. 

The rehabilitation efforts focused on restoring the island's ecological balance. This included demolishing establishments violating environmental regulations, upgrading sewage systems, and limiting tourist numbers to align with the island's carrying capacity. By October 2018, Boracay reopened with stricter regulations to ensure sustainable tourism practices. 

While these measures have been lauded for revitalizing Boracay's natural beauty, they have also led to unintended consequences for the local tourism industry. The abrupt closure resulted in significant economic losses, with estimates suggesting that around 36,000 jobs and ₱56 billion in revenues were affected. 

Post-rehabilitation, the island has experienced a decline in visitor numbers. The stringent regulations, including limits on the number of tourists and the prohibition of certain activities, have altered the island's appeal. Some tourists seeking a lively party scene may find the new Boracay less attractive, leading them to explore alternative destinations.

Moreover, the emphasis on environmental sustainability has led to increased operational costs for businesses, which are often passed on to consumers. Higher prices for accommodations and services may deter budget-conscious travelers, contributing to the decline in tourist arrivals.

While Boracay's rehabilitation has successfully addressed critical environmental issues, it has also transformed the island's identity. The shift towards sustainable tourism, though essential for preserving Boracay's natural resources, has resulted in a decline in visitor numbers. Balancing environmental sustainability with economic vitality remains a complex challenge for Boracay's stakeholders.
